SPACE4Cities €2.8M Call for Tenders closes with Success – 140 Offers Received

The EU project SPACE4Cities’ €2.8M Call for Tenders is now closed. A total of 140 tenders from 23 different countries were submitted, with the top 5 contributing countries being France, Finland, Spain, Greece and Italy.

“We were surprised and delighted by this very large number of applications”, says the SPACE4Cities Coordinator Renske Martijnse-Hartikka from the City of Helsinki Innovation Company, Forum Virium Helsinki. For the Coordinating Partner Forum Virium Helsinki, of all of their eight Pre-Commercial Procurement (PCP) projects, this has been the highest number of tenders ever received in a Call.

50% of the tenders were submitted by single organisations and 50% by consortia of multiple partners. 74.6% of the Supplier organisations were SME’s of less than 50 staff members, many of them being startups (funded 5 years ago or later).

Of the three challenges presented in the Call for Tenders, the Sustainable Mobility challenge was covered by 28%, Climate adaptation challenge by 66% and Urban Planing challenge by 48% of the tenders. Many of them had some overlap covering more than one challenge.

The evaluation process – executed by 36 evaluators – will now start, with a pre-evaluation round based on the 140 tenders’ solution summaries. The best ranked 60 will proceed to the full evaluation process consisting of the nine Award Criteria mentioned in the tender documents. Of these 60, the best 20 Suppliers will be awarded a contract for Phase 1 of the Pre-Commercial Procurement – Solution Design, starting in June 2025. News about the final results will be sent to all tenderers around 9 May 2025!

Of the 20 Solution Designs, 10 best ranked will be selected for Phase 2 – Prototype Development, in November 2025, and the top 5 of these will continue to the final Phase 3, in which each Supplier will get the chance to pilot their solution in one of the Buyers’ Group Cities and two Replicator Cities during June 2026–April 2027.
